We strengthen people’s resistance to alcohol by spreading knowledge, strengthening organizations and mobilizing for health-promoting alcohol legislation. We are now inviting tenders for a Framework Agreement with an Alcohol Policy Advisor based in East Africa. This agreement will be established between the IOGT-NTO Movement in Sweden and the selected consultant.

Scope of Services

The consultant will provide expert advisory support on alcohol policy as needed, including but not limited to:

  • Conducting monitoring visits to project sites
  • Representing the IOGT-NTO Movement at meetings, events, and forums in East Africa
  • Providing expert analysis and guidance on the alcohol situation in the East African region and its impact on development
  • Offering strategic advice on alcohol-related policy and advocacy efforts in East Africa

Please note that this framework agreement is intended to secure the availability of advisory services, with no guaranteed minimum level of engagement.

Conditions

– The agreement will cover the period from 2024-12-01 to 2027-11-31

– The tasks will be completed remotely using your own equipment, such as a computer, cell-phone, and any necessary materials.

– The invoice must be supported by the call-off in writing and need to be supported by a time schedule

Evaluation Criteria

1. Experience: Extensive experience working on international projects in East Africa.

2. Alcohol Policy Expertise: Minimum of 10 years’ experience working in an international context, specifically addressing alcohol as an obstacle to development in East Africa.

3. Pricing: Competitive hourly rate quoted in TZS.

4. Academic Background: Relevant academic degree in Development Studies or a related field.

5. Language Proficiency: Fluency in both English and Kiswahili is required.
